Ever hear of the camel's nose? That's what's happening here. When the government wants to do something it knows everyone will hate, they do a pilot program where they say they're just going to try some small thing, no big deal, what's all the fuss. They'll pretend it's an experiment and they just want to see how it goes. A year later, when attention has died down, they expand it and then they expand it again and then they expand it again.
