If there is a war and the military does not have the bodies, the draft will be reinstated. There is a reason that young men must register for selective service upon turning the age of eighteen. It is to know exactly where to find them if a draft in necessary. Right now it is an all-volunteer military because Vietnam was such a disaster. There were more than enough volunteers after the 911 attack, so a draft was not necessary. Right now, all the military branches are experiencing problems in recruiting good, qualified soldiers, marines and sailors.
