[/quote] If there is an HOA, and it is community space, then there are rules about it's use. It's not "public," free for all, use it as you wish. The person with the camera is probably the HOA President whose job it is to monitor use of common space. It costs money to maintain that space, which comes out of HOA dues. Dogs do damage to yards and gardens and it costs money to fix it.[/quote]
