This is discussed ad nauseum. Schools that don't need to draw in students give very little, even bigger state schools with decent acceptance rates for lower performing kids. PSU, OSU, and many big 10 schools, for example. The "selective" schools also don't have to draw schools (Ivies, NE SLACs). The ones that need to "make their case" a bit more will offer money.
