I don't think many do.[/quote] Every airline we've flown has required this (United, American, Virgin America, Hawaiian, JetBlue). I thought it was required by FAA. (Okay, curious so I just looked it up. Looks like JetBlue does not, in fact, require it---if your baby can sit upright he can sit in the airplane seat on his own, though personally I think that's nuts. They do require that infant seats be in window seats unless the window is unoccupied. The other major airlines all appear to require a car seat for a child who is not being held, and several specifically note that an infant with his own paid seat must be in a child restraint.)
