That's when Allen, Nadeau, and Silverman joined the Council (though the progressive trend had already started before), and when Bowser became mayor. That's when we got a huge spike in homicides, the highest number in seven years (though they'd be considered great numbers today). 2016 is when Bowser said she wanted to put homeless shelters all across the city. The housing voucher program began in 2017. The prosecution no-paper rates started going up in 2017, the new Youth Rehabilitation Act was 2018, as was the decriminalization of jumping the fare gate on the metro. A lot of the groundwork for the current problems were being laid in the years leading up to the pandemic. And during the pandemic, it just exploded.[/quote]
