Here is the amendment striking kit made guns from the ghost gun defintion DC [quote]Section 501 (D.C. It is a crime not to register it. Just the same as it is a crime to not register a factory made gun. In DC a "ghost gun" is one of the following two, and only following two: 1) a gun made virtually entirely out of plastic that can defeat metal detectors 2) a gun where serial number has been filed off Kit made guns are NOT ghost guns under DC law. Also if guns are the issue why are stabbings and stabbing murder both up as well? We have a very small number of repeat criminals who are reposinsbile for virtually all DC violent crime. That is the DATA. When more are on the streets there is more crime. It is not a random sample of people committing crime in DC, it is a very specific group of 1,000 to 500 people. When most of them are in jail, crime goes way down, when most are out, like now, crime goes way up. In 2012 we had half the murder rate today. Why? Because today we have half as many criminals incarcerated. States do not control staffing level of police. Nor do they control prosecution policy. Municipalities and counties do. There are about 20,000 municipalities in the US and 3,000 counties. Every single one of the top 40 homicide cities in the US is Blue and Blue run. And the same with counties. In fact Red counties and cities in the US average lower homicide rates than the EU has.[/quote]
