There were no rules preventing people from traveling to ski in another state, if the ski resorts were open.

that’s not entirely true. for a period of time, movement was restricted in a number of states. in DC you could have been fined or imprisoned for leaving your house to go skiing.

A policy that requires 100% participation with no room for error is not a good policy. This is mother nature we're talking about. Either you lock everyone in and weld their doors shut, and 100% completely shut down society, it isn't going to work. No one in the world did this, not even China. It was a ill-fated policy that was never going to work in the first place. Humans CANNOT control mother nature. [/quote]
