No the smell s not harming you anymore than a neighbor cooking spicy food. Smells are to be expected in multi family housing. Deal with it.
NP, and this is completely untrue. Secondary smoke exposure causes cancer.
Smoke from cooking causes cancer too. They could be growing it and you would still smell it and complain. No smoke necessary. Just admit that you hate people who smoke cannabis and stop trying to rationalize it. Car exhaust also causes cancer yet there is a conspicuous lack of DCUM threads bemoaning the health effects of your neighborhood school bus that picks up children twice a day. OMG the smell and cancer!
Not the poster you're responding to, but: Car exhaust isn't in my bedroom and living room. Neighbor's pot smoke (and yeah, grimy residue that's surely getting into our lungs over time) IS in our house. "Smoke from cooking causes cancer"? What, do you cook over a campfire or coal stove every day, so that your cooking produces wood smoke or coal smoke? Or maybe you heard that gas stoves create problems so you're trying to make that into an argument in favor of smoking weed, somehow. That tracks with the reasoning abilties you've shown so far. And yes, I'll own it freely! I do hate people who smoke cannabis (fancy term you pulled out there, PP, we're all impressed with you). I hate them because their smoking invades my home and my lungs, and I can't NOT breathe. Though I'm sure you and they would prefer those of us who don't live for weed would just stop breathing. Sadly for you, we're not going away, and we're the ones who will be all up in your landlord's grill, or your HOA, or your local government, coming for you, if your homes share walls with ours and your skunk smoke invades our lives unavoidably.
