If you look at the entire country and what's happening with school choice in general, it's much more a GOP ticket item, although in some instances democrats and even blue areas have embraced one or the other. I don't think it's really limited to partisan politics, especially since there are so many variations on the theme, in so many places. But in general democrats are more likely to oppose forms of school choice that take money from public education and bypass teacher unions or enrich private companies, and republicans are more likely to support.
