Get the FBI and DoJ involved in examining materials and bringing charges. I think a big issue is that state and local prosecutors are a mix of compromised and don't have the investigative capacity to bring charges. Further, the penalties for rigging elections are quite weak compared to more common crimes (assault, theft, etc.)

In other words, getting a prosecution involves a lot of work for a small pay-off. Or the politically-connected prosecutors don't want to go after "their team." [/quote]
