If that were true, then the MPD would not have put out a statement after Floyd's death saying that he died of "medical distress." If that were true, then we would not have the "damning videos" because bad police would have been removed by their superiors after being reported by their peers. Yes, there are probably not THAT many truly murderous cops just looking for someone to kill, but there's a whole system in place to protect those murderous cops, which means every single one of them is rotten.
