Dick Cheney tried to argue that he wasn't part of the executive branch and therefore not subject to presidential record keeping laws. Good one there. Then there was the novel argument on torture and rendition. Then there were Bush's "signing memos" in which he attempted to spin laws that he did not like. He stretched domestic spying to its ultimate. When you use flowery terms like "constitutional restraint" you are ONLY talking about issues that break your way.
