The so-called "best schools" are the ones that have the fewest students from poor families. And since income/wealth in the US are correlated with race/ethnicity for historical reasons you are surely familiar with, the "best schools" also tend to have very few black and Latino students. Should they all choose the Northwest HS cluster in Germantown because it has the perfect racial diversity and ignore all other factors like commute? Should they choose the Kennedy HS neighborhood, a school that is not diverse, so that they can intentionally help increase it's white or Asian population while ignoring all other factors like HS graduation rates, etc?
