What? No. The rest of the state is completing phase 1 and they have not had pools open. As they move into phase 2 pools can open at 25%. MoCo is now moving into phase 1 which is the same no pool thing the rest of the state had.[/quote]

No. Hogan was very clear that opening the pools constitutes the completion of phase 1, not the beginning of phase 2.
