My dear gf has a 13 year old autistic son; he functionally operates in life similar to a four/five year old. In cases of boys with disabilities, seven and unders, in lieu of no family restroom , I think most women are fine with it. Very few would make a huge stink of it. The ones who would lack compassion.
13 YO boy in the ladies’ locker room? No one would do this. Would be embarrassing for everyone involved. At a certain point, you just have to follow the rules and think of the group instead of yourself. No one feels comfortable with that.
I think it’s just fine.
I do not and would be very uncomfortable with a 13 year old adolescent boy in a women's dressing room, under almost any circumstance. Particularly with similar age or younger girls present. Even with low functioning capacity, this age and up is going through puberty and not immune to hormones; they're not entirely "little kids" even if mom and dad want to think of them that way. 7 and under? Ok. Much over that, you need to figure out a different situation or remove yourselves (change at home?) Have you interacted with very low functioning special needs adolescents or adults? It can get really, really inappropriate quickly. We can see sexual impulses in young kids. Think of that with a mental disability and the body of a full grown man or close to it. No.
