PP, you think the fact that flashing "DON'T WALK" sign is flashing converts it into a "WALK" sign? Such a shame there isn't a better way to indicate "WALK" than … by using the "DON'T WALK" sign? ???

No, it's not. It's perfectly safe to enter the intersection on a flashing don't-walk if you have enough time to get across.

If you want to talk about safety and the MUTCD, start by asking why it's ok to have a traffic signal without a pedestrian signal and why it's ok to have a 4-second walk signal. All of that stuff is not for the purpose of safety of people who are walking, it's for the purpose of reducing delays for people who are driving.[/quote]
