[/quote] I think with a lot of these situations, a lot of people saw something odd, or heard something, or had a weird feeling about a person, but most individuals didn't have enough of the story to put together enough information to actually go to the police. It's like the fable about the blind men and the elephant. They each touched only one part of the animal and each had a different description of what the animal looked like based on the small part of the whole that they were touching. [/quote]
