He doesn't appear to be a gang member, he was apparently headed home after a family outing at a park.  He has a 4 year old son.  So tragic and also strange. 
Eg.  PP's not the only one who wondered about MS-13.

Yes... it happened between 2:00 am and 3:00.  This was in the WaPo:

So, there was at least 2 hours that passed before he encountered the teens.  IF, and I mean IF, what the aunt says is true. 
He may be a gang member, he might not be.  Having a child does not mean he is not a gang member.  
I suspect any gang affiliation will come out eventually.
