[/quote] Evidence?[/quote] The evidence doesn't support the notion that the DMV is "full" of high-state kids, nor that 31 is an average ACT score for this area. Not that many kids in DC, MD, and VA take the ACT--44% of DC seniors, 27% of Maryland seniors, and 31% of VA seniors took it in 2016. Average composite scores for these students: DC--22.2; MD--23.0; VA--23.3. https://magoosh.com/hs/act/2016/average-act-score-by-state/ The SAT may be a better measure, since more students take it--more than 90% of seniors in DC and 70%-80% of seniors in MD and VA in 2015. Average combined scores for these students (using the "old" SAT score with reading, math, writing): DC--1313; MD--1462; VA--1533. These SAT scores roughly equate to ACT scores of: DC--19; MD--21; VA--22.
