Could be setting things up for a last minute change to move the Westbriar island into Colvin Run/Cooper/Langley as they've been requesting and then move part of Langley further west into Herndon.  Creating a new island at all three levels - ES/MS/HS - as opposed to just the ES level makes no sense.

I was also surprised the Westbriar folks didn't like the Wolftrap proposal, but it's probably because so many of those kids have been bused past Colvin Run for years on their way to Westbriar.

The areas now at Wolftrap/Marshall and Vienna/Marshall now teed up to move from Marshall to Madison are likely very happy.  No knock on Marshall but driving through Tysons from the area near Wolf Trap to get to Marshall is a beast. [/quote]
Reviewing the BRAC notes, it looks like Thru was confused by the ask. They thought the preference was to keep Westbriar an attendance island if it couldn’t fit at Langley. The island is 103 elementary students, which translates to 59 high school students, and that would put Langley right at 105%

If they’re not going to send that island to Colvin/Cooper/Langley, they should stick to the Scenario 3 proposal for elementary boundaries and then send Wolftrap to Thoreau/Madison and Westbriar to Kilmer/Marshall. That island is 2+ miles from the rest of the boundary![/quote]
