Not sure about continuity or stability. And there's that darn budgetary constraint. That is to say that "stick-it-to-them" (as in targeting) probably wasn't a factor. That the decision was done [i]to them[/i] just means without allowing for their reasonable agency in the process, which is what has been (and continues to be) the case for many other areas of the county.[/quote]
