The answer is no, because there was no such "official ceremony" and more to the point, because it wasn't an election year and Trump didn't give a shit because it only meant something to him if he could use it as a political stunt. The answer is that this was NOT an official Wreath Laying Ceremony. It was a political stunt, orchestrated by a family member who spoke at the RNC convention, meant to try and cast shame on the Biden admin just 2 months before the election.
