I did some googling and many deep sea research vessels, including some manned vessels, ARE tethered to support ships. They are built around giant winches.

If the cable became detached, you really don't get any information about location. Without doing any research, I imagine interial guidance is the only workable solution unless you have detailed maps of the ocean floor and sonar.[/quote]
