I keep hearing this but is it true?  My understanding is the current CR gives Vought and Trump the power to reallocate spending as they see fit. So why would they need a new CR.  Isn’t the whole idea to challenge impoundment and given the administration the ability to ignore the spending allocated by Congress?[/quote]

The arguments for impoundment don't really extend to withholding backpay. The existing law establishes a financial obligation for the US government. That isn't typically the case for the budget. The budget sets aside the money, but the government doesn't incur an obligation until an agency goes to spend it.

Don't interpret that as any sort of defense of impoundment. That's a gross rejection of the separation of powers. I'm just saying even if you accept impoundment, it doesn't allow withholding of back pay.[/quote]
