Yes- this was clearly partisan and political, and Arlington's rules explicitly forbid use of the Memorial for any partisan political purposes.  That actually causes a legal problem for ANC due to the Hatch Act and other laws.  It's not about Biden - it's forbidden for a number of legal reasons and has been for some time.[/quote]
