These are the "unelected bureaucrats" who have the institutional, policy, and procedural knowledge of how things are actually supposed to run. There might be an actual law governing their duties, or written policy, or just longstanding tradition. A normal Administration would use these people to help put their policies and ideas into action without running afoul of laws, policies, and norms and with an eye towards transparency and Congressional oversight. Most of the people in the so-called Administrative state would be hard-pressed to actually stop something a President wanted to do, but they could certainly slow the process or go on record saying it violates laws, policies, or norms. I think the primary example right now is what is going on at the Pentagon.
