Taiwan is not part of the WHO (due to China's opposition, you know, the whole "One China" thing) so they know they are on their own with regard to global health crises. I think countries in the WHO got a little complacent. There is also zero trust of China in Taiwan, as you might imagine, so when they got word of some kind of virus there, they started up their response right away. They started checking flights from China in the beginning of January.[/quote]
