I doubt that you're going to see younger siblings shut out from PreK3 again, or most of the in-boundary applicants (as in 2015)  As pointed out, those shut out will be able to make do at AppleTree or wherever else.  I was shut out for two years, know how it feels, and sympathize with those in the same boat.  But at least market forces are mitigating the severity of the problem in the community.
