It is a matter of careful hiring and training -- and disciplining and prosecuting bad cops. And yet DC manages to rarely have any cases of cop brutality or killing of unarmed suspects even in a city that's majority black....isn't that interesting? Only riot we ever had by blacks was in 1968 when king was asdasinated ....that's not by accident. Also read Malcolm gladwell book oin the NYC historic crime drop and how local police cleaned up neighborhoods. Its never a bunch of people commiiting crimes its always the same few repeat offenders, but lazy policing targets the whole neighborhood.  There has been 18 mass shootings in 2015 all done by white males  I've yet to see white men racially profiled[/quote]
