That source should be posted to many threads.
I agree because it is the definitive rejoinder to the but but but but! defenders who say with a straight face that nobody in CharterWorld cherry picks anymore -- not since we all went to common lottery / myschoolDC. :D :D :D :D :D Sunshine and unicorns!   :!: It's true that everyone can participate in the Common Lottery, so long as they have prior knowledge of the lottery process and the ability to get to a public library, get a library CARD using your gov't issued ID, and then log on to the free DC Public Library computers. Everyone in the city technically has the same chance now to win a spot at any school. Reliably getting to that school? Not a level playing field and I'll never be convinced otherwise. Staying in that school and not getting bounced back into DCPS? See data in the WaPo link.
If they are in the school and are a nuisance, then why shouldn't they be kicked out?
If a child is kicked out (or counselled out = encouraged to withdraw under threat of expulsion, which happens all.the.time at charters and some DCPS), if a child does leave, the per pupil funding ABSOLUTELY SHOULD FOLLOW for the rest of the year. All of the remaining funding. It should be allocated in thirds and for all those kids counselled out after count day, the last 2/3 goes where the child goes. That is only fair.
It would also be fair if DCPS distributed funds in an equal way to each DCPS. There are huge differences in per pupil funding depending on the school. If anyone can explain the "formula" I would love to hear it. DCPS bases their allocations on estimated enrollment, not actual counts, anyway. The whole thing is very loosey goosey and I doubt highly whether taking $4000 or $9000 from a charter and giving it to a DCPS is going to make any difference at all.
