Japanese is the one of the least accessible languages in Washington DC. There are no language immersion programs east of the Anacostia River. I would love to see this happen. Give me your opinions.
Honest answer, wards 7 and 8 current total of immersion public schools: zero. Start with a spanish one (dcps or charter), then add possibly a second spanish or else french or mandarin. Families EOTR have a tough enough education landscape as it is. Don't further handicap them with a "nice to have" but not very useful language.
This. Spanish is the only thing that makes sense - not just East of the river but in most of DC. Spanish is the easiest language for English-speakers to learn, and it's also very practical. Of course, it's unlikely you can get qualified teachers of any language other than Spanish to venture East of the river. Even then, it should be a charter. Young women who aren't AA are afraid of Wards 7 and 8, and it's young women who teach elementary school. And as sad-but-true as that sounds, when you look at the "troubled student" statistics in DCPS, you can't blame anyone for being scared of Wards 7 & 8. The crime and violence reports tell the story. Nevermind DCPS, look at the police records. Who would want to be there if they weren't a missionary or didn't need to cash a check? If you want something innovative, with energetic teachers, and a genuine program for success in Ward 7 or 8, then it will have to be a charter. And you'll have to accept that young, white, female teachers will serve their time and then leave - at least until Wards 7 & 8 aren't scary.
