The guy isn't on his own property, she said. He's approaching their property, and - according to OP - waving a stick in a manner designed to agitate the dogs.

There are assholes around who do stuff like that. I suspect many of the dog haters on this here board do that in their fantasies. And someone worrying that their fucking insane neighbor coming by to do emotional and/or physical harm to their beloved pet doesn't make them crazy.
