DC has an elected govt, if the voters of DC dislike the fees enough they can change them.   [b]You do not get to decide what fees to pay any more than you get to decide what taxes to pay, or what traffic laws to obey.  [/b]BTW thousands of people manage to pay those fees and to take those tests.  If they can figure out  a way, you can damn well figure out how to do it.  Perhaps if you cannot, you should not live in DC.
