I have known the word scofflaw since I was a teen, and I have grey hair.

I would suspect its citizens of DC (over a third of whom do not own cars) who dislike that you do not pay your fees.   But especially those who do own cars and who DO pay their fees.

My mother may she rest in peace told me that there are lots of people in the world who will get away with whatever they can.  She did not tell me the extent to which they will try to justify it.

Of course its quite easy to violate the letter of the law without putting oneself in danger.   Being reckless and being a scofflaw are two different things.  [/quote]
