And just to piggyback on this point, I believe the Justice Department issued guidance on how schools districts can consider race/diversity when redrawing boundaries. Pretty confident that Shepherd would stay in the mix.
Close, it was the decree issued by judge Skelly Wright of the US Court of Appeals in Hobson vs. Hansen. I'm not sure that decree is still valid. In any case, in order for a redrawing to be invalidated under Hobson v. Hansen there has to be proof of "segregatory intent." An outcome that results in increased segregation is not necessarily invalid, intent has to be proven. For some interesting reading, check out this case from 1970: http://www.leagle.com/xmlResult.aspx?xmldoc=19701040320FSupp720_1890.xml&docbase=CSLWAR1-1950-1985 A group of Hearst and Mann parents persuaded the School Board to rezone them to be in-boundary to Deal and not Gordon Junior High. The court ordered that Hearst and Mann must feed Gordon. Gordon Junior High has since been renamed Hardy Middle School. There is nothing new under the sun.
