I can’t speak for Michigan but UVA has an outstanding Global Affairs office and offers many overseas programs and opportunities. My kid participated in a political one after her second year at Oxford. That experience taught her she wanted to return, where she is now. UVA is the number one public producer of Rhodes Scholars, ahead of Michigan. Here’s a list of just the program-centered offerings.
