Most are offered later to waitlisted students. All of the colleges except the College of Engineering offer a TO. ILR and CALS offer the most. My kid got one as did another kid here in DC (who went to Emory and then exercised the TO) My kid says that TO students are from all over, not just NY state. [/quote]
