[/quote] I can think of two potential reasons, but I’m certainly no expert. 1) They don’t want to fill it out just based on test scores, so they aren’t just taking the top scores at the school; and 2) Fairfax elementary schools probably have a slightly higher performing group of kids, so there might be more than 1% that get above 99%, and more than 2% above 98%, etc.[/quote]
