They can help rounding them up though.  Many of the homeless people are clearly insane and will become violent (physically and/or verbally) if you even look at them the wrong way.  Do you think these people are going to seek treatment on their own?[/quote]

They do not seek care on their own.  And it is not enough that mental health comes by and checks in with them from time to time.  Many do need to be institutionalized.  
Even people who actively seek care and are engaged, there are not enough mental health beds and hospitals available!  Not even close!  For all the talk about mental health for the last 20 years we have gotten nowhere!  Waiting lists are longer than ever for anything outpatient, even if you want to pay out of pocket!  Wait times for inpatient are as long as ever!
Absolutely nothing has improved in the last 20 years, regardless of who is president and who is in Congress!!![/quote]
