If that is the goal, then someone is underestimating the numbers of full pay domestic applicants that would like to attend these schools. Ultimately, this could hurt lower level schools, but top ranked ones will still have high demand domestically. I don't believe that is the goal. However misguided the methods, there are certain things that need reforming, e.g., security and higher ed financing.[/quote]
