Maybe you didn’t notice that the Federal government’s relationship with higher education is too vast, & the entities are too entrenched to be pruned with a scalpel. If you’re going to get anything done, it has to be with broad strokes, & unfortunately there will be some collateral damage.

They can absolutely be cut out with a scalpel.

Start revoking tax exempt status for racial discrimination (we did this to bob jones university) and watch the wokeness evaporate.

We can certainly do a better job of cutting woke programs instead of programs with a racial component.
