I'm going to go out on a limb here and say that if you mandate that federal workers return to the office (leading many companies to follow suit) it's not going to encourage people to have more babies. And left unsaid in the article: If we can't keep the birth rate high enough, the only alternative to maintain our population is immigration.
It’s structural, from the cost of housing to the cost of college to the cost of insurance and childcare to the expectation that children need to be in many extracurriculars to boomer grandparents working longer and helping less with childcare.
It has almost nothing to do with the cost of housing, childcare or insurance. It has to do with urbanization, women’s education levels/employment opportunities, and overall standard of living expectations. Urbanization and higher density housing=lower birth rates. Women being more educated and having more employment opportunities means lower birth rates. Higher expectations for standard of living means lower birth rates because people are less willing to make sacrifices to have children.
In addition, many men haven't really embraced child care and household responsibilities so women are working and having to do more work at home. Who wants that?
