When I went to work for the federal government, very little of what I learned was helpful to me. Maybe if I had gone into public administration, it would've been a different experience. I think you need to be inside the government to make sense of it, and even better to have experience across multiple agencies. At that point, there is a base of knowledge to make sense out of most things in the government, the agencies, processes, regulations, etc. It still requires a lot of reading and research, but I generally know where to go to find the information I need.
