Anyway, some of his points are fair, for his specific situation. But the ultimate question is what he did to change the situation? Report it? Leave? Support changes? If you're going to complain, you should at least not have benefited from it, once the situation became clear. I've worked as an 0343-14, an onsite contractor, a consultant, and an independent consultant. Most of what I've seen and experienced sits in a gray area open to interpretation. Usually it isn't a staff performance issue. It's more about grade inflation, particularly at the highest levels. Too many SESs and 15s doing lower level work. And again, this isn't across the board.
