So, here's my take:

-The General Assembly legislators are passing the buck. I hope the citizen opposition will be enough to overcome their desire to cater to the unions, but it might not be. Because they can pass this bill, and maybe (unlikely) Youngkin vetoes because he's also looking at his political future. So it's passed and then the buck passes to the FFX Co. Board of Supervisors and then they have to deal with the pressure from Comstock and the unions. The casino isn't going in Surovell's backyard so he doesn't care and he keeps Comstock and the unions happy because he tried.

Surovell is a total tool.  He has a giant chip on his shoulder coming from southeastern Fairfax and his entire agenda has always been looking for ways to screw and exploit northern Fairfax so a few more pennies can be spent on Route 1 projects.  But from a fiscal perspective a casino is a terrible deal for the county as a whole and for Tysons in particular. [/quote]
