The easiest way for a state flagship to appear so much more exclusive is to dramatically restrict OOS acceptances.  It's comical how folks fall for this.

I respect that UMD accepts essentially the same numbers in-state and OOS.  Seems like if they wanted to implement the same restrictions as UNC and UT, then all the sudden everyone would think UMD is 10x better overnight.[/quote]

The NC law states that the incoming freshmen class that starts in the fall must not have more than 18% of OOS students. So the acceptance rate for OOS every year will be a calculation based on how many applications the school received. This usually ends up being somewhere between 6-10% depending on the year for OOS freshmen acceptance. If Carolina goes over 18% in any one year, they will be fined unless the NC general assembly approves a waiver.

This is the same law for ALL NC public universities; however a few years ago a group of schools asked for an increase in the cap because those particular schools were experiencing a severe drop in applications (ex ECU). But most of the schools, including NC State, have the 18% freshmen cap.
