Democrats have been trying to get it passed- in full measure not just for civilian feds- for decades. Republicans were primarily opposed to it. Trump got it as a trade but I 100% believe Ivanka saw it as an opportunity for positive coverage with democrats and younger crowd and Trump got the space force, which is what he wanted. Also, its approx 3% of the fed workforce each year that would be eligible for leave according to OPM. The positive coverage they got from that- which actually promotes family first policies- was incredible and worth the amount spent every year. It also increased retention of younger employees and there's improved retention in fed as employees age so keeping someone there in their 30s pays dividends down the line for hiring and training costs. And there's a disconnect of federal parents getting a new benefit that feel uncomfortable with having to admit that just maybe, just maybe, one good thing came out of the Trump presidency that directly improved their lives. If the GOP had a trifecta, they would not have approved PFL for Feds. It was all part of the horsetrading that MUST happen when the opposition controls the House. It's not like Team Trump wrote the legislative text for PFL! lol [/quote]
