It is tied to the condition of the Cal Grants. Read the law. It clearly states tied to Cal Grants (student funding). If Stanford decides that they want to continue using legacy in admissions, they will not be able to access Cal Grants as part of the funding package for 1st gen/low/middle-income students. They can come up with other funds to replace the lost money for financial aid or comply with the law. However, do you think Stanford or USC will give up that funding stream? Yes, they have the endowment and could probably afford to but politically it looks bad in the progressive state of CA.[/quote]
