Because I don't want to. I'd rather give money at the start of the year once, and have them use that to get snacks.
This. It would be so much more efficient to do things this way!!
Who is the "them" that you are volunteering to do this? You are basically saying I want somewhat else to spend time collecting money, shopping, transporting each time. You are not willing to do it even once.
How about the people who think snacks at these activities are so deeply important? Some of us are fine with our kids not getting after school snacks from an activity -- I pack my kid a healthy, filling lunch and put a healthy snack (usually fruit) in the pocket of her backpack every day. I view my parenting duty to make sure she doesn't go hungry fulfilled. Some of you obviously feel it is essential for kids to get chips and pretzels and Gatorade and what have you at after-school activities. That is not important to me and I'm not going to sign up to provide these things to your kid. You can either provide them on an individual basis yourself, or if you think it's so important all kids get them, you can organize to collect funds and buy them yourself. Stop trying to outsource your image of what childhood is supposed to look like to other parents who don't have these same priorities.
